Assignment Title: Project Implementation Unit ICT Specialist
The State Committee of the Republic of Uzbekistan on Land Resources, Geodesy, Cartography and State Cadastre (GKZGDK) has received financing from the International Development Association toward the cost of the Modernization of Real Property Registration and Cadastre Project and intends to apply part of the proceeds for consulting services of an Individual Consultant.
The objective of the consultancy is to support the Project Director in the implementation of project tasks related to ICT and advise the State Committee for Land Resources, Geodesy, Cartography and State Cadastre (Goskomzemgeodescadastre) accordingly.
Interested individual consultants must send a CV that provide information on their qualifications and experience demonstrating their ability to undertake this assignment (reference to similar services, experience in similar assignments, availability, etc.).
Minimum Qualification Requirements to the Consultant:
Required knowledge and experience:
- University degree in Information Systems, Software Engineering, Computer Science or closely related field.;
- at least 3 years of experience in analyzing, developing and implementation of information systems;
- knowledge and experience in IT project management, related standards and tools;
- knowledge of system and software architectures;
- knowledge of software development processes and methodologies;
- knowledge of software quality evaluation and assurance;
- experience in software acceptance testing, including related international standards;
- knowledge of Web-based information systems and related technologies;
- working knowledge of Geoinformation Systems (GIS);
- experience in managing and developing client relationships;
- experience in product specification and development;
- experience with the Windows and Linux operating systems;
- experience in the development of technical documents in the area of ICT.
Other skills:
- proven skills and experience of working individually and in team;
- good interpersonal communication and coordination skills and a team player;
- knowledge of Russian (speaking and writing), Uzbek and English language.
The consultant will be selected in accordance with the procedures of «Individual Consultant» selection method, set out in the World Bank's Guidelines for Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011 and revised in July 2014).
